Energy efficiency starts in the home, but the policies and practices of your local municipality play a big role as well. The American Council for an Energy-Efficient Economy (ACEEE) recently compiled an efficiency ranking for 51 of the largest cities in the United States, looking at local government operations, community-wide initiatives, buildings, energy and water utilities, and transportation. The scorecard is mostly concerned with policy actions at the government operational level, but the criteria have an effect on consumers as well, through areas like building codes and efficiency incentives. Boston Takes the Crown

You don't have to be a master electrician to understand that saving energy means saving money. It also means less impact on the environment through fossil fuel-induced climate change. Therefore, top cities are being both fiscally sound and good members of the world community.

Boston is the top city for efficiency, followed by New York City and Washington, D.C. Washington was also one of the three most improved from a 2013 report, along with Los Angeles and Chicago. Bringing up the rear of the 51 cities ranked are Raleigh, Birmingham, and Oklahoma City.

“Our findings show that cities continue to be laboratories of innovation when it comes to energy efficiency, with many pushing the envelope for more energy savings in the last few years,” ACEEE research analyst David Ribeiro said in a press release. “Cities are also improving their approaches when it comes to tracking and communicating their efforts to save energy.”

If you live in one of the ranked cities, you can check out how your community performed. If your municipality didn't make the cut, the organization encourages interested participants to fill out a self-scoring tool to help build up their data.

For each city that does show up in the rankings, you can drill into the information and see where they did well and where they came up short. For example, Philadelphia, slotted in 14th place, got credit for its government sustainability plan, its tracking of energy use for large buildings and its comprehensive public transit system. It scored lower in the community initiatives area, among other places.

What it Means for You

The building and community initiative sections are particularly relevant to homeowners. Building codes, of course, dictate what you can and can't do when constructing or adding on to a house. More stringent codes can mean more red tape, but they can also make buildings more efficient overall, which can save consumers money in the long run. Community initiatives, meanwhile, refer to programs that encourage, track or incentivize efficiency measures, which can take the form of elements like rain barrels and tree-planting programs.

American’s across the nation will be celebrating St. Patrick’s Day next weekend.  Green banners, drinks, shirts, and decorations of all kinds will be out in full force as we celebrate heritage and friends.  Then again, why limit being green to just one weekend?  Why limit it to outer colors and anti-pinching shirts?  This weekend is a great time to start planning for how to improve the energy footprint of your home and start the path towards a greener life.  The best news?  While some methods for turning your home green require a little bit of upfront cost, most don’t!

Cleaning – Strange isn’t it?  A clean home, free of dust, actually improves energy efficiency.  Dust clogs air ducts and coats heating elements and pipes.  If the back of your refrigerator is dusty it will cool less efficiently since it can’t release heat properly.  Dusting and cleaning your home will help reduce stress on your appliances and improve their energy efficiency.

Regulate Heat – You can reduce how often your central air runs during the day and night by regulating and preserving the heat within your home.  While you may need to improve insulation to prevent heat transfer, you can reduce it by closing your curtains and opening them.  Just remember that heat always travels to where it’s coldest, so use curtains to block heat from travelling where it shouldn’t.

Turn Off Lights and Appliances – Yes, we use many smart systems today, but turning off lights and leaving power—hungry devices unplugged is still one of the best ways to prevent energy loss each month.

Water Heaters – These units expend a great deal of energy to keep water hot for your home.  Insulate the tank and the pipes around it to keep water warm for longer.  If you haven’t ever had the unit maintained, call a plumber to drain and clean out the tank.  Sediment reduces heating efficiency in the unit.

Expensive but Effective Energy Solutions

If you’re willing to spend a little money you can get even greater increase on home energy efficiency.  The first step is to replace your lighting.  Upgrading to CFL or LED lamps is an excellent way to reduce both your light bill and your cooling costs during the summer.  We recommend swapping out lights as needed to reduce startup costs.  Though it’s best to purchase LEDs in packs from the same manufacturer to make sure that they have the same color temperature.

Upgrades and replacements are ideal for energy efficiency.  Replacing an inefficient appliance, whether it’s a dish washer, water heater, or furnace, is going to have huge benefits when it comes time to pay your monthly bill.  And you’ll find that many of these appliances are eligible for an energy rebate credit to help with the initial costs.

Finally, upgrading your home with solar panels is one of the best ways to turn your home into the greenest building on the block.  They’re expensive, but solar panels can replace the costs for heating, cooling, and light in your home completely.

These laws can be extensive, confusing and change frequently. The code is there for your safety, but it can still be frustrating to deal with. Older homes in particular are likely to have outdated technology that wouldn't pass a current inspection. Before embarking on a project, take time to understand what the laws are and how they can affect you.

What Is Building Code?

Just about anything you want to do to your home beyond cosmetic changes probably has a corresponding law. Building code covers a number of standards mostly related to safety, including but not limited to HVAC, the electric system, plumbing, the structural integrity of the building and fire safety. If you own a rental unit, there are probably additional standards that you are required to meet before accepting tenants.

Of course, specific housing codes vary by municipality, although most are based on models like the International Residential Code and the National Electric Code. Go to your city or town  website or visit the building department for more information. You can also look up many city and municipality codes from around the country on a website called Municode.

Is My Old Electric Wiring Safe?

The electric code is one of the most important pieces of building code, because failing to comply can endanger your home and property. Some common violations include improperly sized connections, overfilling outlet boxes, not properly grounding and not spacing outlets correctly.

Many code problems require only a simply fix, but others can be a much bigger undertaking. For example, old houses may conduct electricity on knob and tube wiring, which became obsolete in the 1940s. This type of wiring can put your home at risk and isn't equipped to handle high power loads typical in modern homes. If you still have knob and tube, you may discover an expensive upgrade is necessary when it's time to sell the house.

The laws governing electric systems are complex and confusing to many homeowners. The national code on which most cities base their own laws is 1,000 pages long -- far more than the average home DIY-er is able to digest. You could inadvertently run afoul of the law by doing something as simple as replacing a light fixture without upgrading the wiring to the most recent standards. It’s wise to consult a qualified electrician before undertaking a project  so you don’t find yourself in over your head – and on the wrong side of the law.

What if I'm Out of Compliance? 

If you have an older home that doesn't meet the current laws, don't panic. Usually older buildings are grandfathered in when the codes are updated. However, if you want to modify or replace parts of the house, you might be required to do additional work to bring any outdated aspects into compliance.

Do your research so you understand when you need to pull a permit or bring in a city inspector. Talk to local officials up front so they can help you understand how to proceed.
